Something exciting is happening... Bunbury's waterfront is transforming.
Through the Transforming Bunbury's Waterfront initiative, new shoreline destinations are being created for the community and visitors, together with infrastructure to stimulate thriving marine and tourism industries.
The South West Development Commission has oversight of the Transforming Bunbury's Waterfront project and has delivered the following in collaboration with project partners.
- Stage 1 – Koombana Foreshore and Dolphin Discovery Centre Redevelopment
- Stage 2A – Jetty Road Causeway Upgrade
Transforming Bunbury's Waterfront - Stage 2 (Casuarina Drive Redevelopment)
DevelopmentWA is now undertaking the $10.8million redevelopment of Casuarina Drive which will revitalise the precinct and offer modern public amenities to locals and visitors alike.
The Casuarina Drive Redevelopment program has been divided into three distinct scopes of work:
Scope 1: Landscaping and revitalisation works in the southern portion of Casuarina Harbour;
Scope 2: Civil works including road, parking and services upgrade; and
Scope 3: Landscaping and revitalisation works for the remaining length of Casuarina Harbour and Casuarina Beach.
Scope 1 Works underway
Environmental Industries are completing the first scope and have partnered with local sub-contractors and suppliers to deliver landscaping and revitalisation works in the southern portion of Casuarina Harbour foreshore. Works are expected to be completed in early October 2021.

Scope 2 Works - Commencing Soon
The civil and servicing works will deliver enabling infrastructure essential to progress TBW Stage 3. Construction is expected to commence in early October, and further information will be provided to the community as works progress.
To further explain Scope 2 and its short-term impacts, DevelopmentWA, South West Development Commission and City of Bunbury are hosting a community information session on the 24 September 2021 between 2.30pm – 5.00pm at The Strand to provide Bunbury residents with an update on the project and to answer any questions.
DevelopmentWA, South West Development Commission, and the City of Bunbury held a public consultation session for community members interested in the Casuarina Drive Redevelopment in early 2019.
Feedback received as part of this process resulted in a number of changes and refinements to the concept plan. These changes and the draft concept plan were communicated back to surrounding residents and made available online in February 2020 - view the Community Flyer and Concept Plan.
This concept plan will inform current budgeted Stage 2 works and any future development works within the broader project area.
Environmental Industries is expected to complete the Scope 1 landscaping and revitalisation works in October 2021.
Scope 2 is scheduled to commence in early October 2021 and the remaining landscaping and revitalisation works, known as ‘Scope 3, will commence following the completion of Scope 2.
Transforming Bunbury’s Waterfront Stage 3
The McGowan Government has committed $78.1 million to progress with Stage 3, Phase 1 of Transforming Bunbury’s Waterfront. This next stage will focus on the delivery of critical infrastructure that will provide foundations for long-term growth.
A key area of concentration will be the construction of new breakwaters at Casuarina Boat Harbour and Koombana Bay to support further land and marine infrastructure development.
The establishment of hardstand areas and enabling infrastructure, as well as a site to develop an onshore boat stacking facility, is expected to attract investment in a marine lifting and servicing precinct at Casuarina Boat Harbour.
Landside civil works at Casuarina Boat Harbour will improve services, roads, landscaping, parking, and include upgrades to existing boat launching facilities and new public amenities.
