Latitude 32
Overview
With six distinct development areas, Latitude 32 offers a number of flexible expansion options. Each area is at different stages of development and offers unique benefits and features.
Development Area 1 - Flinders Precinct
Flinders Precinct is the first estate developed in the 1,400ha Latitude 32 Industrial Zone.
With 70% of Flinders Precinct sold, a number of businesses are already successfully operating including ATCO, Imdex and Southern Steel and many others.
A range of industrial lots are available and sized from 3,862sqm to more than 7ha. All lots are fully serviced and include power, water, sewer and access to the NBN.
Flinders Precinct is at the centre of the Western Trade Coast and close to the Australian Marine Complex, Kwinana Industrial Area and Rockingham Industry Zone, and located on the high wide load corridor linking Henderson to Kewdale.
Flinders Precinct is only 6 kilometres from the Kwinana Freeway via Anketell Road. It's bordered by Anketell Road to the south, the proposed Fremantle to Rockingham Controlled Access Highway (FRCAH) to the east and the Kewdale freight line to the west.
Development Area 2 - Wattleup Precinct
Development Area 2 is located along Rockingham Road, close to the Australian Marine Complex (AMC) and to the west of the freight railway link to Kewdale.
The Wattleup Precinct is 70% owned by the State Government and 6 other landowners and includes the former Wattleup Townsite.
The draft Structure Plan public comment period closed in late 2014. Final approval by the Western Australian Planning Commission was received in February 2017.
Development Area 3 - East Flinders and Miguel Precincts
The East Flinders Precinct is bordered by Anketell Road to the south and the future Rowley Road to the north. The North - South Distributor Road (linking Anketell Road to Russell Road) in the east, and the future Fremantle to Rockingham Controlled Access Highway (FRCAH) to the west. East Flinders is owned by three private landowners and is considered to be one of the next possible stages of development, and natural extension to the Flinders Precinct which is now selling with more than 70% sold.
The Miguel Precinct is bordered by Mandogalup Road to the east, Alcoa to the south, and the future Rowley Road to the north and the North – South Distributor Road to the West.
There is significant sand resource to be extracted from the Miguel Precinct prior to development to achieve the redevelopment levels. LandCorp is currently working on a sand extraction strategy for its land holdings within this precinct. There are 20 private landowners located within the Miguel Precinct and LandCorp is also working with these landowners to discuss their development options as part of the sand extraction strategy.
Sand extraction is expected to commence in late 2019, once Federal environmental approvals have been received.
The Western Australian Planning Commission approved the Development Area 3 Structure Plan in October 2015. The plan now allows for permanent subdivision and development.
Development Area 4
The area is bordered by Russell Road to the north, Power Avenue to the east, the future Rowley Road to the south and Phillips Road (the future north-south distributor road that will connect Russell Road to Anketell Road) to the west.
Development Area 4 is located in close proximity to the Dampier to Bunbury Natural Gas Pipeline and the Parmelia Gas Pipeline, which runs north to south through the Area. Wattleup Swamp is also located just outside the eastern boundary of the development area.
The majority of the development area is owned privately with over 60 landowners.
The Local Structure Plan for Development Area 4 that was lodged with the WAPC will be modified to the Westport Port and Environs Strategy and may be required to be re-advertised. This is expected to occur in early 2020.
Development Area 5
Development Area 5 is bound by Russell Road to the north, the future Rowley Road to the south, the existing Rockingham Road (future Fremantle to Rockingham Controlled Access Highway) to the west and th3 future north-south distributor road (providing a direct link between Anketell Road and Russell Road) to the east. The Development Area features the Kewdale to Rockingham freight line.
The area currently has 46 private landowners.
Development Area 5 is still in the preliminary planning stage, with three levels and preliminary planning designs undertaken. East of the railway line has been earmarked as a possible location for an intermodal terminal, with potential future access to the Fremantle to Rockingham Controlled Access Highway (FRCAH).
On the 12th September 2017 the State Government announced the Westport - Port and Environs Strategy which will outline a long-range vision to guide the planning, development and growth of both the Inner Harbour at Fremantle and the Outer Harbour at Kwinana.
This plan, to be developed by a multi-agency, multi-disciplinary project team will set out how the port and its associated landside transport linkages are expected to develop in order to ensure the future freight, trade and logistics requirements of Perth and the surrounding regions are met for the next 50 years and beyond.
Over the last few years LandCorp has fast-tracked planning within Latitude 32 Industry Zone, including obtaining approval of the Local Structure Plans for Development Areas 2 and 3.
The Latitude 32 Industry Zone will be an integral part of the Strategy and this development area will play a critical role in supporting the proposed port. Further structure planning on Development Areas 4 & 5 at Latitude 32 will be incorporated into the Westport Strategy.
Development Area 6
Development Area 6 is split in two and bordered by the future Fremantle Rockingham Controlled Access Highway (FRCAH), Russell Road, Fanstone Avenue and the main freight railway line to Kewdale.
The majority of Development Area 6, North of Russell Road, is owned by Cockburn Cement under a 25 year State Agreement and 2 other private landowners.
