Kemerton Strategic Assessment open for public comment

The draft Kemerton Strategic Environmental Assessment (KSEA) considers the potential environmental impacts of current and future development across the Kemerton Strategic Industrial Area. It takes a long-term, coordinated approach by considering the combined impacts of development across the area, rather than assessing each project separately. It also identifies measures to avoid or reduce environmental impacts and proposes a framework for managing impacts that cannot be avoided.

The KSEA is a draft and no final decisions have been made. Community feedback received during the public consultation period will inform further consideration and refinement of the assessment. The draft KSEA is open for public comment from 2 to 30 November 2026. Please see more details here.

FAQs

DevelopmentWA’s Industrial Lands Authority in collaboration with the Department of Energy and Economic Diversification (DEED) are leading a Strategic Assessment under Part 10 of the Commonwealth Environment Protection and Biodiversity Conservation Act 1999 (EPBC Act) and Part IV of the Western Australian Environmental Protection Act 1986 (EP Act).

While the terminology differs between the EPBC Act and EP Act, for consistency, this information sheet uses the term ‘Strategic Assessment’ throughout; however, under the EP Act, this should be read as ‘Strategic Proposal’.

Strategic development of the KSIA is a critical component of the precinct’s activation, providing an estate-wide environmental approvals framework through the completion of a large-scale assessment of the area’s environmental values, enabling the holistic development of land in the KSIA to satisfy the critical need for strategic industrial land, whilst ensuring conservation outcomes are achieved. The Strategic Assessment will also secure upfront environmental approvals to support vegetation clearing and offsets to facilitate future strategic industrial development approvals.

On 31 March 2022, the Commonwealth Minister for the Environment entered into an agreement with the Minister for Lands and the Minister for State Development of Western Australia to undertake the KSIA Strategic Assessment.

What is the Kemerton Strategic Industrial Area?

The Kemerton Strategic Industrial Area (KSIA) is a State-significant industrial precinct in Western Australia’s South West, established to support strategic and heavy industries. It is home to a number of major industrial operations and has been identified as a key location for future investment and economic development.

As the largest Strategic Industrial Area in the South West, the KSIA provides land for heavy industry and downstream processing industries that add value to the region’s natural resources, including mineral sands and lithium.

The KSIA is strategically located with access to major road, power and gas infrastructure. It is approximately 17 kilometres north-east of Bunbury Port and includes land reserved for a potential future rail connection.

Located within the Shire of Harvey, the KSIA covers approximately 7,510 hectares and includes:

  • a 2,012-hectare Industrial Core designated for heavy and strategic industries
  • a 5,498-hectare Buffer, which separates industrial activities from surrounding land uses
  • a 293-hectare General Industrial Area within the Buffer, intended to support industrial operations in the Industrial Core.
