Due to the operational nature of these sites, all filming activities must be carefully assessed for safety, logistics, and site integrity. Once we’ve discussed your proposed location and scope, you will be provided with a Filming Access Request Form. This form must be submitted at least four weeks prior to your intended filming date to allow for:

• Site-specific risk and safety assessments
• Operational impact reviews
• Preparation of access permits and legal documentation

Please note: Access to active development and construction sites is strictly controlled and subject to approval. Filming is not permitted on construction or development sites by amateur filmmakers, student productions, or hobbyist content creators due to safety and operational constraints. Additional conditions may apply, including mandatory safety inductions, supervision requirements, and restricted access zones.

DevelopmentWA considers filming requests from professional entities whose projects align with our operational, safety, and promotional standards. Eligible applicants include:

• Commercial production companies
• Television networks and streaming platforms
• Documentary filmmakers with a professional portfolio
• Government or educational institutions producing professional-grade content
• Marketing and media agencies acting on behalf of clients

DevelopmentWA manages a number of public spaces around the State, including Elizabeth Quay and Yagan Square. Filming may be permitted in these spaces but requests are assessed separately and could have different requirements, including local government approvals.
