ECU Mount Lawley Redevelopment - Overview
In 2020, the State Government announced the Perth City Deal which included the relocation of Edith Cowan University (ECU) Mount Lawley campus to the Perth City. By late 2025, ECU's new City Campus is expected to be completed, welcoming students in semester one of 2026. With the relocation of the university uses, the Mount Lawley campus presents an incredible redevelopment opportunity.
The redevelopment envisions a wide array of opportunities, including diverse residential living options and the incorporation of commercial and community amenities. Drawing inspiration from the site's rich history of creativity, excitement, and intellectual influence, this development aims to leave a lasting mark on Perth and Western Australia.

September 2025: MRS Amendment advertised by DPLH
As ECU gets ready to move to its new City Campus in 2026, planning is continuing for the future of the Mount Lawley site. The Western Australian Planning Commission (WAPC) is advertising a Metropolitan Region Scheme (MRS) amendment which is the first statutory step in preparing the site for future redevelopment.
Community feedback is invited between Monday 1 September & Monday 13 October 2025 via the Department of Planning, Lands and Heritage (DPLH) website on the following:
- Re-zoning the ECU Mount Lawley site from Public Purposes – Tertiary Education to predominantly Urban zone and Public Purposes – High School.
- Minor modification to the Other Regional Roads (ORR) reservation for a truncation on Central Avenue.
This MRS amendment sets the framework for the site’s next chapter. It will allow for new homes, more green space and community facilities, creating a vibrant neighbourhood that supports the local area for years to come.

Draft Master Plan
Community consultation closed
The Draft Master Plan was open for review and community feedback between 18 June and 3 August 2025 either through:
- two community drop-in info sessions
- or via an online survey,
Thank you to everyone who took the time to provide feedback and attend the community drop-in sessions.
Now that the community consultation period for the Draft Master Plan has closed, here’s what’s happening next:
- All submissions are being reviewed to help inform the final Master Plan
- A Consultation Report summarising community feedback will be released later in 2025
- Work will commence on the Precinct Structure Plan

Draft Master Plan: Community Engagement
To ensure the Draft Redevelopment Master Plan reflected the community’s values, needs, and aspirations, in 2024 DevelopmentWA engaged widely to understand what matters most to the community, through:
- surveys,
- focus groups,
- community information sessions and
- a dedicated Community Reference Group (CRG)
The CRG brought together residents, businesses and community organisations to guide the development of key design principles.
In late 2024 additional community engagement activities where held to share updates on the project and to seek feedback on the draft design principles developed by our Community Reference Group.

The 18.6ha Mount Lawley campus is situated approximately 4km from Perth's CBD. Nestled at the crossroads of Mount Lawley, Menora, and Inglewood, the redevelopment holds the potential to honour the site's historical significance and seamlessly integrate the distinctive features of its neighbouring areas, creating a vibrant destination for living, leisure, and business.
