Metropolitan Redevelopment Authority Board Consideration

At its monthly meeting on 21 June 2021, the Metropolitan Redevelopment Authority Board approved the development application, submitted by Urbis for a 29 and 12 storey mixed-use development at Lot 1 (No. 242) West Coast Highway, Scarborough subject to the recommended conditions and advice notes.

Scarborough Land Redevelopment Committee Consideration

The Scarborough Land Redevelopment Committee (LRC) considered the application at its meeting on 8 June 2021. Prior to the LRC’s consideration, the proposal was publicly advertised, and DevelopmentWA’s Planning Report and a summary of public submissions published to this website. The opportunity to make a presentation at the LRC meeting was made available for all submitters, with three presentations made.

The LRC resolved to recommend that the Metropolitan Redevelopment Authority Board approve the application.

In considering the application, the LRC noted that proposal offers a meaningful and high-quality design solution for the site that minimises impacts on surrounding properties and provides a mix of services to the community. The LRC further considered that the proposal supports the achievement of a critical mass of population and employment in the area and offers benefits to the local area informed by a robust community engagement process.

Explanatory Notes

The Board agreed the proposed development was compliant with the Scheme and Design Guidelines and resolved to approve the development application, noting the following considerations were applied to the exercise of discretion on this project: 

  • While the proposal exceeds the prescribed building heights, it does so in a manner that remains consistent with the precinct vision and provides commensurate community benefit. 
  • The proposal achieves a level of development intensity below the level permissible under the prescribed height and building envelope development standards, despite the height increase. 
  • It does so by consolidating the residential component into two slim taller towers, as opposed to three bulkier towers which would have had greater impact on views, overshadowing and privacy. 
  • The land uses included in the proposal present meaningful community benefit, including:
    • a 845m2 high quality landscaped pedestrian accessway, along the northern boundary, which will provide a connection through the site and be accessible to the public at large in perpetuity; 
    • a public car parking facility with a minimum of 100 bays which will be accessible to the public in perpetuity; and
    • a range of land uses, including a full-size supermarket, which offer diversity and choice of retail and employment opportunities currently not available within the Scarborough Redevelopment Area.
  • The proposed benefits to the local area were informed by a robust community engagement process undertaken by the developer.
  • The design has been reviewed by the Authority's Design Review Panel and is deemed to have demonstrated design excellence.
  • The proposal commits to the achievement of a 5 Star Green Star rating and is pioneering an innovative new assessment approach for mixed-use projects in Australia.
