Metropolitan Redevelopment Authority Board Consideration
At its meeting of 15 November 2021, the Metropolitan Redevelopment Authority Board resolved by majority vote to approve the development application for a 17 Storey Mixed-Use Development at Lot 500 Reserve Street, Scarborough subject to the recommended conditions and advice notes.
Scarborough Land Redevelopment Committee Consideration
The Scarborough Land Redevelopment Committee (LRC) considered the application at its meeting on 4 October 2021. Prior to the LRC’s consideration the proposal was publicly advertised, and DevelopmentWA’s Planning Report and a summary of public submissions published to this website. The opportunity to make a presentation at the LRC meeting was made available for all submitters, with five presentations made.
The LRC resolved to recommend that the following additional information be provided to the Board to support its determination:
- Overshadowing and dune ecological impact;
- Landscaping;
- Sustainability;
- Privacy and cross-ventilation of apartments; and
- Design Excellence Approach.
Explanatory Notes
- The Board considered the LRC Report as well as the additional information requested by the LRC. The Board noted that the proposal was in alignment with the vision and objectives of the Scarborough Redevelopment Scheme and Design Guidelines and exercised its discretion in relation to height - While the proposal exceeds the prescribed building height, it does so in a manner that remains consistent with the precinct vision and provides commensurate community benefit.
- The proposal achieves a level of development intensity equivalent with the level permissible under the prescribed height and building envelope development standards, despite the height increase.
- It does so by consolidating the development within two taller towers, as opposed to three shorter towers which results in improvements to solar access for the property to the south, primarily due to the internal tower separation increasing to approximately 35m;
- The physical form provides a transition down towards the foreshore, following existing topography, consistent with the precinct design intent under the Design Guidelines;
- The proposal includes meaningful amenities intended for enjoyment of the wider community and northern properties, including:
A public car parking facility with a minimum of 100 bays which will be accessible to the public in perpetuity;
696m2 of floor area provided for community use and accessible by the public;
A 9m open-air Right-Of-Way, as well as a 1.5m pedestrian path, connecting Reserve Street to the northern properties.
Approximately 600m2 of deep soil area, including mature vegetation, allowing landscaping to thrive in coastal conditions.
- The design has been reviewed by the Authority's Design Review Panel and is deemed to have demonstrated design excellence.
- The proposal commits to the achievement of a 5 Star Green Star rating.
- The proposal will provide 35 (15%) affordable dwellings.
The proposal also includes a commitment to the redevelopment and management of a pocket park at the corner of The Esplanade and Reserve Street. While this is outside of the lot boundary and not a component of the proposal, it is considered to contribute positively to the amenity of the area. The applicant will enter into an agreement with the City of Stirling to ensure appropriate management for the public amenities (including the pocket park) in perpetuity.
