Subiaco Oval and Railway Precinct Design Guidelines – Adopted

In October 2020, following extensive consultation with the community and stakeholders, the Subi East Master Plan was approved to establish the long term vision and objectives for Subi East. The Subiaco Oval and Railway Precinct Design Guidelines (Design Guidelines), complete the planning framework and enable the redevelopment of land included within the Subi East Master Plan, excluding PMH, setting out expectations for the community and stakeholders.

The Design Guidelines identify requirements for the delivery of quality built form which is sympathetic to surrounding context, including nearby activity centres and schools.

Metropolitan Redevelopment Authority Board Consideration

Following its meeting on 18 October 2021 and after further consideration, the Metropolitan Redevelopment Authority Board approved the adoption of the Subiaco Oval and Railway Precinct Design Guidelines.

Prior to making its decision, the Board considered a discussion paper summarising the planning processes which have been undertaken to date, and how considerations raised by stakeholders and the community had been addressed.

Subiaco Land Redevelopment Committee Consideration

The Subiaco Land Redevelopment Committee (LRC) considered the Subiaco Oval and Railway Precinct Design Guidelines at its meeting of 4 October 2021. The LRC noted that significant modifications had been made to the Design Guidelines based on consultation with the community and stakeholders. The opportunity to make a presentation at the LRC meeting was made available for all public submitters, with six deputations made. Acknowledging the heightened level of community interest in the Design Guidelines, the MRA / DevelopmentWA Board Chair also attended this meeting and heard these deputations.

The LRC considered that the concerns raised in the deputations either related to matters addressed in development of the Master Plan, or were addressed in the revised Design Guidelines.

The LRC resolved to recommend that the Metropolitan Redevelopment Authority Board approve the adoption of the Design Guidelines, subject to amendments relating to formatting and structure of the document.

Explanatory Notes

In forming its view, the MRA Board reviewed the modifications made to the Design Guidelines in response to feedback provided and considered that meaningful alterations to the Design Guidelines had been made in response to public and stakeholder feedback, while setting out a framework which will facilitate the delivery of the Subi East Master Plan.

The Board noted that:

• Height and intensity are consistent with the Subi East Master Plan - in particular the heights transitioned away from school areas and areas for taller buildings are located to minimise overshadowing of the public realm.
• 4.22ha of public open space would be provided within the Subiaco Oval Precinct of the Design Guidelines area, and that this included both active and high quality passive open space.
• The Design Guidelines establish a framework which recognises and celebrates the rich cultural heritage of the area.
• Developments are required to be oriented to minimise the potential for overlooking of the school, and that land uses which potentially conflict with the operation of the nearby schools are not listed as preferred.
• A framework for design quality was well defined and provided certainty for all stakeholders.
