DevelopmentWA is the State Government’s central land development agency which operates across the State creating land for homes, jobs and businesses for the people of Western Australia. The Bentley Redevelopment Project will build on our portfolio of successful urban regeneration projects such as Elizabeth Quay, Knutsford, White Gum Valley, OneOneFive Hamilton Hill.

The Bentley Redevelopment Project is a State Government priority project that is being delivered by DevelopmentWA. The project is designed to breathe new life into the area by delivering a diverse range of housing options, as well as parklands and community amenities.

No. Although we are referring to the same land area, Bentley 360 was a proposed project with a structure plan to deliver approximately 1,500 homes in a partnership between the Department of Communities and a private developer. After the demolishment of the original Brownlie Towers on this site in 2019, a suitable private developer could not be found, and Bentley 360 did not proceed.

DevelopmentWA is preparing a new planning framework comprising a Redevelopment Scheme and key planning documents in collaboration with the City of Canning. Once adopted, the Redevelopment Scheme will transfer planning control from the City of Canning to DevelopmentWA. Until this point, development/planning applications are to be lodged with the City of Canning.

Throughout September to November 2024, we welcomed feedback from the community and stakeholders on the draft Bentley Redevelopment Master Plan and Redevelopment Scheme. The public comment period has now closed. View a summary of the feedback we received, and the draft planning documents here.

Stage 1 is the first phase of the redevelopment project, focusing on the subdivision of land for:

• The 43 residential lots
• Two development sites, and 
• Three public open spaces.

As part of Stage 1, extensive remediation earthworks are required to ensure the site is safe and suitable for new homes to be developed. This process involves excavation and replacement of soil (up to 10 metres deep) across an area of approximately 8-hectares.

The construction of houses is not part of Stage 1 works. However, the land will be made ready for a diverse mix of housing to be built in the future.

Yes. The Bentley Redevelopment Project is part of the State Government's $3.2 billion commitment to improve housing and homeless services, which includes the delivery of nearly 5,000 social housing dwellings for the state’s most vulnerable over four years.

The large-scale apartment model of the 1960s (e.g. Brownlie Towers) is not proposed. However, we are looking to provide up to 1:7 social housing within the precinct. This will include predominantly single bedroom dwellings in response to the greatest level of demand identified by the Department of Communities.

The exact number and location of social housing will be determined with the Department of Communities as the project progresses.

The exact number of dwellings will be finalised as part of the Master Planning process, however it is anticipated that the project will deliver approximately 800 to 1,000 dwellings.
