Following the State Government’s Machinery of Government review in 2017, a number of Land Agency Reforms have been implemented to provide greater efficiencies and strengthen the Government’s ability to deliver priority projects such as METRONET. As part of this review, DevelopmentWA is progressing project handover in consultation with the City of Perth for the Elizabeth Quay Precinct.

Project handover involves returning planning authority for the area to the Western Australian Planning Commission and the local government, in this case the City of Perth.  This includes strategic and statutory planning, asset management and place management.

Key points

  • Barrack Square will continue to be a key destination for visitors and the wider community within Perth. It will also continue to be the main embarking point for commercial boating activities in the City.
  • A high quality public realm, recognising the area’s history and integrating with that of the ongoing development of the Inlet Precinct by DevelopmentWA, will add to the continued popularity of the Barrack Square Precinct. 
  • Transitioning responsibilities, particularly planning and place management of Barrack Square, to the City is now appropriate given progress towards project completion.
