ECU Mount Lawley Redevelopment - Overview

In 2020, the State Government announced the Perth City Deal which included the relocation of Edith Cowan University (ECU) Mount Lawley campus to the Perth City. By late 2025, ECU's new City Campus is expected to be completed, welcoming students in semester one of 2026. With the relocation of the university uses, the Mount Lawley campus presents an incredible redevelopment opportunity.

The redevelopment envisions a wide array of opportunities, including diverse residential living options and the incorporation of commercial and community amenities. Drawing inspiration from the site's rich history of creativity, excitement, and intellectual influence, this development aims to leave a lasting mark on Perth and Western Australia.

March Updates

Forward Works Development Application feedback period closed

The feedback period for the Forward Works Development Application (DA), advertised by the Department of Planning, Lands and Heritage (DPLH), closed on 19 March 2026.

The Forward Works DA is an early statutory step to enable future redevelopment of the former ECU Mount Lawley site and includes site preparation activities to support longer-term planning outcomes. The application was publicly advertised by DPLH from 5 March to 19 March 2026 and is now with DPLH for assessment.

Precinct Structure Plan: Have your say

The Precinct Structure Plan sets out how the former ECU Mount Lawley campus can transition into a new mixed-use neighbourhood. Building upon the Master Plan vision, which was informed by community and stakeholder consultation, it provides a strategic planning framework that guides future development, identifying where future homes, parks, streets and community facilities will be located.

It establishes the planning controls that will guide building scale, landscaping and access so that development responds appropriately to its surroundings. Future subdivision and development proposals will align with this framework and will be assessed separately through future planning processes.

The City of Stirling is publicly advertising the Precinct Structure Plan and is inviting submissions between Friday 6 March and Friday 24 April 2026 via their website.

 Community drop-in information sessions

Two informal drop‑in sessions focused on the long‑term plan for the site were held on 25 March and 1 April.

February Updates

Master Plan: Refined with Community Insights

The ECU Mount Lawley Redevelopment Master Plan has been finalised, setting the framework to guide the transformation of the campus into a connected, inclusive and sustainable neighbourhood. 

Community feedback received during consultation was carefully reviewed and considered in finalising the Master Plan. While the overall vision remains unchanged, refinements were made to provide greater clarity and detail in key areas, including movement and access, built form and housing, the role of key community facilities and how the project will be delivered over time.

The 18.6ha Mount Lawley campus is situated approximately 4km from Perth's CBD.
